What is State Authorization?

If a distance learning student resides outside the state of Connecticut while taking a course or program, UConn must be authorized by that state or U.S. territory. This “state authorization” may be obtained on a state by state basis or via the State Authorization Reciprocity Agreement (SARA).

UConn is a SARA Institution, and is authorized to deliver distance learning to students in all SARA states including the District of Columbia, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands. UConn has permission from the California (non-SARA state) regulators to deliver distance learning to students residing in California. UConn is currently not authorized to deliver distance learning to students residing in Guam, American Samoa, and the Northern Mariana Islands.

Professional Licensure or Certification

Questions related to distance learning programs leading to professional licensure or certification should be discussed with the appropriate UConn academic department or program.

Financial Aid

If you receive Federal Student Aid (otherwise known as Title IV funding) while enrolled solely in an eligible online program and you move to a state or territory currently not authorized, you will lose your eligibility to receive Title IV funding. Catastrophic Event Plan

The University of Connecticut Office of Emergency Management has developed and maintains the University Emergency Operations Plan (EOP). This is an all-hazards plan that details the procedures for planning, response, recovery and mitigation of hazards and threats to the University of Connecticut at all campus locations. 

University Information Technology Services (ITS) have established disaster recovery procedures. If needed, within 24 hours Peoplesoft Student Administration would be restored from the University remote recovery facility (located in the State’s data center in Groton, CT). ITS also maintains an IT security Incident Response Plan, which covers all elements of student records.  

Consistent with the NECHE standards and other State and Federal requirements, disaster planning and recovery policies and procedures at the University of Connecticut are regularly evaluated and updated. 

Student Records Management

The University of Connecticut has established student records management policies that ensure the protection and security of student academic records. Records are maintained in accordance with the University Records Management Policy. Information on obtaining transcripts is provided by the Office of the Registrar. The University Privacy Officer (situated within the Office of University Compliance) ensures compliance with FERPA across the University.
